Justinian I, Digest 50.15.8.7

Context

Early in his reign the emperor Justinian directed a comprehensive reform of Roman Law that compiled and edited earlier jurisprudence. This new sole authority on legal matters, the Body of Civil Law (Corpus iuris civilis), contained three parts, the Code, Digest, and Institutes. The Digest, which was compiled under the supervision of Tribonian, the quaestor of the Sacred Palace, in 530-533 C.E., was a compendium in 50 books of diverse earlier writings. This passage quotes a statute by Paul from Censuses Book 2, composed ca. 225-240 C.E. in Rome. It defines the legal status of the Vespasianic colony at Caesarea.

Divus Vespasianus Caesarienses colonos fecit non adiecto, ut et iuris Italici essent, sed tributum his remisit capitis: sed divus Titus etiam solum immune factum interpretatus est. Similes his capitulenses esse videntur. 1

Translation

Vespasian the god made Caesarea a colony without adding that they should possess the jus Italicum, but he remitted the poll-tax there. Titus the god then interpreted the ruling to mean that their territory had also been made immune. The people of (Aelia) Capitolina seem to be in the same position.
