Context
Early in his reign, the emperor Justinian directed a comprehensive reform
of Roman Law that compiled and edited earlier jurisprudence. This new sole authority on
legal matters, the Body of Civil Law (Corpus iuris civilis),
contained three parts, the Code, Digest, and
Institutes. The Digest, which was compiled under the
supervision of Tribonian, the quaestor of the Sacred Palace, in 530-533 C.E., was a
compendium in 50 books of diverse earlier writings. This passage quotes a statute by Ulpian
from Censuses Book 1, composed ca. 210-225 C.E. in Rome. It defines the legal
status of the Vespasianic colony at Caesarea.

fuerunt coloniae, Caesariensis et Aelia Capitolina, sed
neutra ius Italicum habet.
