Context
Aelius Herodian studied and taught language and literature (“grammar”)
in Alexandria, the intellectual and cultural center of the Roman East, before moving to
Rome as a celebrated scholar later in his career. In his grammatical treatise on
spelling, Herodian cited the toponym "Caesarea" (Καισάρεια) as an example of a
particular word-formation, as he does elsewhere.

Τὰ διὰ τοῦ -εια
ἐπὶ πόλεων προπαροξύτονα θηλυκὰ δίφθογγον ἔχει οἷον Ἀλεξάνδρεια, Ἀπάμεια,
Καισάρεια, Ἀντιόχεια, Θέσπεια· τὸ δὲ ὀξυτόνως λεγόμενον Θεσπιά
διὰ τοῦ -ι· τὰ δὲ ἐπὶ χώρας ὄντα διὰ τοῦ -ι γράφεται καὶ παροξύνεται, Λυκία, Πισιδία,
Κιλικία, Σικελία, Παφλαγονία, Ἀρμενία, Συρία, Καππαδοκία, Ἰταλία, Ἀσία, Θεσσαλία,
Βοιωτία, Βιθυνία, Ἰτουρία.

proparoxytone nouns for cities in -eia have a diphthong, e.g.,
Alexandreia, Apameia,
Kaisareia
, Antiocheia, Thespeia.
Thespia in -i is a noun spoken oxytone. Nouns for regions in -i
are written and spoken paroxytone: Lykia, Pisidia,
Kilikia, Sikelia,
Paphlagonia, Armenia, Syria,
Kappadokia, Italia, Asia,
Thessalia, Boiotia,
Bithynia, Itouria.
